In my opinion, learning new procedures, relating to new ideas, gathering information and problem solving would be more productive if launched from a PBL platform. Even though each department is responsible for a specific body of information, stakeholders representing these various groups or departments should first meet and learn about issues by using a PBL (Problem-base learning) platform. This approach assures that walk away with a multidimensional understanding of the issue.
